http://www.linkbit.com/support-decoder.html It's pretty cool. You can paste in the hex dump of a message (e.g. IP, SIGTRAN, M2UA, M2PA, IUA, .... TCAP, MAP, INAP, ...), select the protocol, and it decodes a message.
