Well, no.  See Figure A.11/Q.705.

Also, SCTP multihoming does not address changeover of traffic
between SGP belonging to the same SG, between ASP belonging
to the same AS, or between SGs.  All of these cases are changing
traffic between associations.  SCTP multihoming does not even
address the failure of a single SGP.  Nor does it even address
taking an ASP or SGP in and out of service.
