Mandatory/optional RC in ACTIVE/INACTIVE ACK

Hello Folks

SUA RFC requires RC in ACTIVE ACK message, while the RC in ACTIVE is
optional. Perhaps, this is OK, but the RC in INACTIVE ACK is optional.

What is the reason for that difference.
