So in the case that we loose completely connectivity to an AS, what
would the SG do?

Well, I usually assign ISUP routing keys based on OPC/DPC pairings.
That way the CIC is significant, otherwise is certainly would not be.
Note that OPC/DPC pairings still meets the TS 102 142 requirement.
