If you want to limit ASP state sharing while doing load sharing in
ANSI networks with insulation of failures involving a differing number
of STP hops (which effectively never occurs for ISUP, does for TCAP,
but not for ISUP), use the 5 or 8 low order bits of the CIC used to
select the original SLS value instead of the received (rotated) SLS.
The current loadsharing scheme permits this.  One does not need CIC RK
to do this.
