The paragraph with the "MUST" in it does not agree with you.  For the
supplied RC, if a "corresponding RK has been previously defined (by
either static configuration  or  dynamic  registration)" then you are
prohibited from sending ERR("Invalid Routing Context").  This means that
'valid' and 'configured' are the same thing.
