See Figure 14/Q.703 (sheet 3 of 7) Basic reception control.  The SDLs
show link failure being signalled in response to the reception of the
second abnormal BSNR.

It is likely shown that way in Q.781/8.11 because to not show the
third FISU would mislead one into thinking that continuous FISUs
with bad BSNs are sent.  Same for m2pa-test.
