In SE mode an AS exists at both ends of the association or
not at all.  rc=x is valid in you diagram by rc=y is not.

If an AS with rc=y does not exist at IPSP-A, then it will
not be sending ASP-Active(rc=y) to IPSP-1.

Put an AS-B(rc=y) at IPSP-A and your problems vanish.
