  As mentioned by you, only in the cases where traffic mode is specified in the ASPAC message, SG detect your misconfiguration. So we have to make this parameter as mendatory. It will solve the problem in scenarios 1 and 3.
   
  Also we have to make RC as conditional parameter in ASPTM Messages, like SSNM messages. 
   
  Please comment on this.

Whether Both RC are specified in the ASPAC or not makes no difference.
Each AS is independent of the other.
