Syncrhonization is not performed only at level 2.  It requires a signal from
Level 3 to initate resynchronization (flushing of the retransmit and transmit
buffers).  Upon receiving LSR the peer may by "unable to synchronize" because
it discovered upon going to issue remote processor recovered signal to its
local MTP3 that MTP3 is unreachable.
