Grrr.... now I'm getting confused between the difference between ASP-INACTIVE and AS-INACTIVE. I suspect the 'problem' is that the quoted text isn't in rfc 3332. (and the examples in section 5 of rfc 3332 don't contain the relevant NOTIFY messages.)
