RFC 1122: (page 59)

 The MTU of each physical interface MUST be configurable.

If Vendor B cannot configure their interfaces for 1400 then
they are violating the requirements for IP hosts, which, IMHO
is far worse than Vendor A refusing to accept SCTP packets
larger than a certain size.
