Hi Brian In the INACTIVE state when an IPSP/ASP receives ACTIVE Ack, your suggestion is to send INACTIVE message to the peer(as per the below discussion). In the similar fashion when an IPSP/ASP is in DOWN state, and it receives UP Ack, Which would be the better response. "DOWN message" or "ERROR(Unexpected)".
