RFC 3057 dates back a ways, and IUA was the first SIGTRAN WG product
(other than SCTP and the framework docs) to go to RFC.  I don't think
that SCTP RI missing has any real significance.  It is always at the
SCTP receiver's discretion to treat SCTP RI as SCTP CI.
