Message initiator

Hi all,

I was looking for the initiator of M3UA message sequencing in RFC, and couldn't find any.
Usually an association type (client or server) identifies who should starts connection establishment!

So my questions are:

1) Who sends ASP UP or ASPAC "according to RFC"?
2) Does it have anything to do with SCTP; the one who sends INIT is the one who sends the ASPUP and ASPAC?
