Brian has better insight as to the intentions of the RFC, but within my recollection of the final text, the nearest hint we get to your first question is in Section 1.3.2.4 of RFC 4666: In order to avoid redundant SCTP associations between two M3UA peers, one side (client) SHOULD be designated to establish the SCTP association, or M3UA configuration information maintained to detect redundant associations (e.g., via knowledge of the expected local and remote SCTP endpoint addresses). I am alsmost sure that the answer to this is yes, because the assumed ordered capabilities of the underlying transport mechanism will no longer be true. Messages in one association can of course overtake messages in another association.
