I don't have the exact 3gpp requirement in front of me, but in my
understanding the answer is Yes. And, AFAIU it has been decided to use
the Outbound mechanism for that.

I will take a look whether it would require any changes to the Outbound
spec, but at the moment I can't think of any. 

Keep-alives will not be sent in non-NAT scenarios, so I guess one
question is whether the Outbound spec assumes there are always NATs, and
therefor always requires keep-alives for Outbound flows.
