Its hard to argue with that, since there are so many existence proofs. :-(

But I would say "that kind of restriction SHOULD NOT be placed ...".

The end result of that is people with narrow ideas of what they care 
about break the possibility of many interesting and valuable new 
features. Its the "if I can't control it then you can't have it" mentality.
