In derive, this query is a SUBSCRIBE request

A 200 response to the subscription indicates the Caller's awareness of
the dialog
being monitored by the Callee. Otherwise (when the Caller is not aware
of the subscribed dialog) this subscription won't be accepted.

Concerning to the "lower delay", were you using any timer other than
Timer F (64*T1)?
