You mean this in the sense of "what their owners configure them to do", right?  Not in the sense of "whether the border devices could or could not pass it through".  I mean most if not all SIP border security devices that I know of that have real SIP control intelligence can be configured to block or allow subscription to the dialog-event package, or have it on their roadmaps if not already. (and by real SIP control intelligence I don't mean firewalls)  But I have no idea how many are configured to block vs. allow it in the field, and would love to know the answer as well.  I bet it's not many, because the package is not used much yet.
