That's illogical, I think.  An "Info Package" is inexorably linked to an INFO message context use.  A piggy-backer could certainly use the same content-type, with even the same semantics as a package, but it's not an "Info-Package".

It's like asking if one can use a RFC 4235 Dialog Event Package with an INFO message.  The answer is no - Event Packages are tied to a Subscribe/Notify usage.  You could use an "application/dialog-info+xml" body in an INFO I suppose, but you're not actually using/doing the "Dialog Event Package", and you'd have to define an Info-Package for that body type with whatever semantics apply.
