A piggy-backer could certainly use the same content-type, with even the same semantics as a package, but it's not an "Info-Package". It's like asking if one can use a RFC 4235 Dialog Event Package with an INFO message. The answer is no - Event Packages are tied to a Subscribe/Notify usage.
