Usable version of xml2rfc posted

The debate around RFC 5378 has resulted in a delay on getting a version of xml2rfc out that will produce text suitable for submission. Cullen has apparently hacked a workaround, and we expect a "production" version in a few days. Please get those drafts revised and submitted.
