Are you suggesting that be added to this draft's goals, or just that we should tackle that problem (separately)?

I personally don't think it should be a goal of this draft.  There's a can of worms in that goal, imho.  This draft is short and to the point, addressing one specific issue and solution.  My hope is to get it fast-tracked if people agree with it, or I'll change it to a BCP recommendation as an individual draft if people don't care.
