I think it is at least a bit useful.  If Alice calls Bob, Bob can ensure
that the signalling for the call originated from Alice.  He can't assert
that the media is to/from Alice yet, but it is a start.  More usefully,
if Eve calls Bob, Bob can see that it isn't Alice.  A positive result
from signalling-only identity isn't as useful as you might hope.  But a
negative result is still interesting.

Is that enough of a solution to still be useful?  There are still
several holes in it, but it is better than we have at present.
