On further thought, it's a fatal and incurable flaw in the draft.  See

You can't.  When the MTA runs procmail or maildrop, it passes a lot of 
context beyond the envelope address.  For more details, see the 
documentation for any of the MTAs that have been delivering through 
procmail and its ilk for 30 years.
