IMHO, and in practice.. Delivered-To is a trace header, however how the 
MTA chooses to record that trace header, should be up to the MTA, and 
designed for internal use..

Not that I know of an implementation that does this, it could be in 
theory..

Delivered-To: Copy to Fred's Cel phone via SMS, per vacation Message
Delivered-To: The physical mailbox of Fred
Delivered-To: An email alias of Fred

It is the MTA that is recording this for it's own trace/logging, or 
whatever other purpose it needs that information available for..

IF the MTA 'chooses' to use that header for loop detection, that is only 
because it's own design trusts that header.. eg, internal looping.. but 
that is a separate utilization of the Delivered-To header.. not it's 
primary purpose IMHO, which is that of a trace header.
