This is for instance needed when a MIB module that did not have
a MODULE-IDENTITY is 'upgraded/translated' to in SMIv2.
Then the top node of the MIB module is most likely an
OBJECT-IDENTIFIER and not a MODULE-IDENTITY.

The SNMPv2-MIB. That MIB module was already under mib-2 and
did not have a MODULE-IDENTITY. After 'upgrading' it to
SMIv2 the MODULE-IDENTITY was added, but the MODULE-IDENTITY
could not become the top node of the snmp subtree.
