One reason is that the module-identity was added after the
objects were assigned (for example updates to the IP MIB).

Another reason is that the newer MIB is a reduction of more
than one other MIB such that some objects were assigned from
two different spaces (for example reducing the IPv6 and IP MIBs to
a single MIB).

I suppose one could deprecate all of the objects and add new objects
under the new module id but that would seem wasteful.
