It doesn't appear to be a repository issue.  Both the RFC Editor
repository (ftp://ftp.rfc-editor.org/in-notes/rfc3411.txt0 and the
IETF mirror (http://www.ietf.org/rfc/rfc3411.txt?number=3411) appear
to have complete copies of rfc3411.txt as of a few minutes ago (Thu
Dec 19 18:50:26 UTC 2002).
