Update to RFC 2476

I've sent in a draft which updates RFC 2476.  If you'd like to look 
at it before it appears in the I-D directory, it is available at 
<http://people.qualcomm.com/randy/draft-gellens-submit-bis-00.txt>.

The major change from RFC 2476 is that the use of SMTP AUTH is now 
mandatory.  Other differences include an updated Introduction and 
Security Considerations, and an Abstract.

The intent is to ask for this to be published as a draft standard.
