STATUS: Sean agrees with proposed text.  Joe to incorporate.

STATUS: Discussion ongoing.  Looking for resolution.

Issue 9, 9a, and 9b - from a Tim Polk COMMENT
STATUS: 9 and 9a discussed and resolved.  Joe proposed text for 9b.

STATUS: Same as Issus 1 and 2.  Joe using proposed text.

STATUS: CLOSED
