Absolutely not. Voting is (https://www.dictionary.com/browse/vote):

  a formal expression of opinion or choice made by an individual or body of
  individuals, especially in an election

and that's definitely not what's going on here.

Why is pretending that this voting isn't actually voting such a religious
thing for the IETF?

Which says:

They're not indistinguishable from voting, they literally match the dictionary
definition of voting.
