[TLS] Updates on draft-sheffer-tls-pqc-continuity

I see this draft is on the agenda for this week. Looking back at the minutes from IETF 125 [0] it appears that there were questions about whether there was significant implementation interest and that the next step was discussion on the list. A search of the list does not turn up much since IETF 125.
