Are you aware of the IETF aphorism “we’re not the protocol police” ? We don’t need a consensus call around "some folks will ignore our RECOMMENDED=N” we know it as a truism. Such folks have their reasons. The note arund the “N” value is quite good.

CPU cycles are not the only metric to consider,. particularly those expended during the TLS handshake, as they’ll be amortized across the rest of the message traffic. Can anyone come up with an average web page size? I defy anyone to say yes. :)

Risk aversion isn’t everything, even if the only econ book someone ever read was the Winner’s Curse (2nd edition), like me. Deployment concerns across a wide variety of environments, such as US military smart cards (“PIV”) also enter greatly into it.
