The IETF works on the concept of “rough consensus.” Perhaps you need to immerse yourself more.

I cannot imagine the IETF having the expertise, let alone the interest, in doing this kind of thing. It’s not what we do.  We define protocols to make the Internet work better by interoperating with each other. Even if we started doing that, you need to characterize the traffic so you can estimate what percentage of the work, and the bytes transferred, is part of the handshake as opposed to the bulk encryption part.
