Very glad to see the refreshed charter, especially mentioning “specifc closed domains such as data centers” and AQMs.
Today, the environment of the Internet and data centers are so different that a unified congestion control algorithm is unable to reach excellent performance in both scenarios.
And both scenarios can have different AQMs.
As an engineer working on data-center and the Internet congestion controls, I can feel that deeply.

As I've mentioned in a few venues, the congestion control working group (renamed CONGRESS) has had some fine-tuning to the charter:

I am currently the proponent and Zahed is the responsible AD. We are holding a side meeting at 1700 on Thursday in Richmond 6. Depending on the attendees, possible subjects include:

- comments on the charter
- discussions about next steps
- solicitation of draft authors for key deliverables.
