[media-types] New organization in vendor tree

Folks,

I'm preparing for a Vendor Tree registration and following the
guidance in RFC6838 am sharing this here for review.

I am a member of the TM Forum (tmforum.org), an industry association
for telecom service providers and their vendors, and am participating
in several workstreams including the Open API project.

On behalf of the Open API project, and the TM Forum, I plan to
register the following media type:

     application/vnd.tmforum.json-patch-query+json

To the best of my knowledge there have been no previous assignments of
vnd.tmforum in the Vendor Tree.
