[media-types] new parameter value for application/cose-x509

Hi, media types experts,

We would like to extend the "usage" parameter of the
application/cose-x509 [1] to include the value "dice-chain" [2], in
addition to the existing "chain".

We have approached the COSE WG, where the media type was originally
defined, and they advised us to send the updated template to this
list.

Checking: Is that the expected procedure?
