Formalities answer:

For current procedures, check RFC 6838 section 5.5, which says "The same 
procedure that would be appropriate for the original registration 
request is used to process a change request."

In the case of "application/cose-x509", 
https://www.iana.org/assignments/media-types/application/cose-x509 shows 
that the change controller is the IESG, and the standards process needs 
to process it.

Sending the updated registration template here is a good first step, per 
section 5.1, but eventually you need to get IESG approval on the change. 
Whether you need to publish an update to RFC 9360 or an additional RFC 
is probably going to be decided by the WG, your AD, and the IESG.

But sending the updated template here for review is a good first step. 
Do that.
