I think that's fine, but that prose feels out of place at this point in the
template.  It should go wherever general descriptive text goes.

Meanwhile, I missed this:

RFC 6838 says the only valid values for this field are "One of COMMON,
LIMITED USE, or OBSOLETE".  I think you want "LIMITED USE" here if it's
still private.
