The specification of ISO 2022 and ISO 2022 based character sets
are a lot more precisely than ISO 10646.

There certainly are a lot of ways to solve the problems of ISO
10646.

The easiest is to throw it away.

Moreover, there are a lot of ways to try to but not to solve the
problem, including yours.
