Scheme names seem to me to have the same trademark properties
as Internet media type assignments. In fact, you could think
of a scheme name as a kind of Internet Media Type

remote/http    A http path
remote/ftp     A ftp path
..
remote/vnd.aol  An America online path

would say:
   They could use
        vnd.aol:blah
   instead of
         aol:blah

Use the exact same rules. I know it's not a perfect process or
guideline, but it has the advantage that the rules are at least
well known and familiar to those who are involved.
