I don't think the "dict:" URL scheme in draft-rfced-info-faith-02.txt
is consistent in syntax with other URL schemes. Why is ";" used
instead of ":" between <user> and <auth>? Why is the "/d" or "/m"
after the port rather than, say, at the end? Shouldn't the <database>
appear before <word>, to allow for hierarchical definitions?

dict://<user>:<auth>@host:/port/<database>/<word>[:strat]/d ?

The URL scheme doesn't mention the fact that <word> will need to
be encoded if it contains any characters, e.g., for non-ASCII
dictionary entries.

I think this is a good example of why we need a "checklist" for
new URL schemes.

If the author is impatient, ask the author to movethe
URL scheme description to a separate Internet Draft so that
we can review it along with the URL registration process.
