This submission is in response to IESG critique of the procedures draft.  I
added boilerplate to define MUST, SHOULD, etc., and beefed up the
requirements for the security section of an IETF-tree scheme (section 3.2,
third paragraph).  

Please let me know if you have any concerns or questions regarding this
submission.
