You should resubmit it as an ASID draft after reviewing it against
draft-masinter-url-process (and either complaining about the proposed
process or modifying your draft to suit.)

Reviewing for consistency with the syntax and BNF in
draft-fielding-url-syntax should be part of the process, too.
