While providers can of course do whatever they want on their own networks, I note that underscores have never been allowed in the NID part of a URN, and the former X- names with a hyphen are now deprecated. People with more URN experience than I have might be able to suggest a better approach for the local names. I looked around the uic.org website and don't see it.
