In general, yes, we prefer the syntax to be reasonably well defined 
before approving a registration request. As described in RFC 8141, URNs 
(unlike URIs in general) are a managed information space and it's 
important that we have clarity about conformance with the URN syntax 
rules. In the case of the `wmo` namespace, I suspect that the 
`centre-id` and `local-identifier` constructs probably don't allow 
characters outside the ASCII range, but if they do allow such characters 
then they'll need to be properly escaped and that handling should be 
defined in the completed registration template. This should be quite 
straightforward because we have copious precedent for how to do this.
