There's something odd going on here because there's no URI scheme "pkg:"
(https://www.iana.org/assignments/uri-schemes/uri-schemes.xhtml) and it
looks like PURLs are supposed to be URLs
(https://en.wikipedia.org/wiki/Persistent_uniform_resource_locator).
