Also looking at Tom's concerns about the urn:glue namespace, to me this seems to indicate, that any "super-namespace" that is built to incorporate a range of identifiers with different origins, maintainers and governance structures would take us down a potentially unmanageble rabbit hole. Thus we should reject _all_ such requests. One possible exception to that would be namespaces like urn:nbn where the national namespace authorities explicitly _delegate_ sub-namespace governance to third parties. But that's a different model.
