As you are likely aware, one of the goals of the URN standard is to alllow its namespaces to manage a set of persistent, location-independent resource identifiers. Your registration lists airline as one of the identifier types to be issued under the IATA NSS (urn:iata:airline:LH being your only example). My understanding of this area is limited, but I believe that IATA may reuse these codes 6 months after an airline is delisted, using "controlled duplication".
